Official authorities, gazettes and plan documents are the starting point. Secondary reporting can provide context, never substitute for the source record.

Draft, proposed, approved, notified, amended, superseded and awaiting verification are not interchangeable labels.

Automation can find and prepare a draft. An editor must verify the document, date, status, rights and wording before publication.
